Rosemary (Rose) Ann Webb
Rose is currently a PhD candidate at the School of Regulation and Global Governance (RegNet) studying regulatory practice in Australian multilevel regulatory schemes. Her research follows a career working in Australian and international regulators.
Rose was the Deputy Secretary Better Regulation Division and Commissioner for NSW Fair Trading between November 2017 and December 2021. She worked as Senior Executive Director and then Chief Executive Officer of Hong Kong’s Competition Commission from 2014 to 2017. Between 2001 and 2008, and again between 2011 and 2014, Rose worked for the Australian Competition and Consumer Commission (ACCC). Rose also worked in regulatory positions with the Australian Department of Sustainability, Environment, Water, Population and Communities and the Australian Securities and Investments Commission (ASIC).
She was chair of the National Committee of the ANZSOG National Regulators Community of Practice between November 2021 and October 2024.
Research Interest
I am studying the regulatory schemes in the Australian federation that have been formed through "harmonised", "uniform", "mirror" or other similar arrangements.
My particular interest is how regulators implement these schemes. In many cases, while the law is harmonised, the responsibility for regulation is shared at different levels, creating a "one law / many regulators" model. I am interested to see what this means for regulatory decision making and how the desired harmony is maintained.
