Benjamin conducted research into national risk assessment with Policy Foundry at the beginning of 2023, co-authoring a report discussing the benefits of a national risk assessment, principles for a successful effort and the broader context of national risk. Benjamin is currently conducting research into civilian mobilisation in emergency management, considering the context of an age of increasingly complex, recurring, and cascading crises. His research aims to identify the gaps in Australia’s current civil defence and emergency management systems. This will be done by undertaking historic and current analyses which map the relevant actors and authorising environment during and after significant national emergencies and conflicts.
