Dr Elizabeth (Liz) Bluff is a Visiting Fellow with RegNet. She is the author of Safe Design and Construction of Machinery: Regulation, Practice and Performance (Ashgate 2015), co-author of Work Health and Safety Law and Policy (Thomson Reuters 2012, with Johnstone and Clayton), and co-editor of OHS Regulation for a Changing World of Work (Federation Press 2004, with Johnstone and Gunningham). She is also the author of many peer-reviewed articles and book chapters on work health and safety (WHS) regulation including publications relating to the socio-political context for WHS regulation, compliance promotion and enforcement by WHS regulators, the evidence base for priority setting by WHS regulators, types of WHS standards, Australia’s model WHS laws, the legal conception of risk management and reasonably practicable, the role and efficacy of codes of practice, enterprise compliance with WHS legal requirements, and the provision of WHS prevention services.
As well as regulatory research, Liz’s work in the field of WHS over 40 years spanned postgraduate education, WHS management, and government policy and legislation development. This included contributing to reports for WHS policy and regulatory agencies in Australia (at national, state and territory levels) and in Europe. Liz’s formal qualifications are Doctor of Philosophy (Griffith University, Queensland), for which she was awarded the Chancellor’s Medal, as well as a Masters Degree in Applied Science (OHS) and Bachelor of Science (Hons).
Liz’s current research interests are WHS regulation, response to regulation and compliance, risk management and systematic WHS management.
