About the Fellowship

The ANU Philippines Project runs a four (4) to six (6) weeks visiting fellowship program for researchers and/or policymakers focused on politics, economics, law and justice, and conflict and security in the Philippines.

Fellows will be hosted at The Australian National University (ANU). However, there may be scope for Australian academics to visit a Philippine academic or research institution.

Fellows are expected to participate in the intellectual and policy life of the host School, present a paper in the Philippine forum series and/or write a short opinion piece for publication.

Fellows are encouraged to forge connections with other Australian and Philippine universities and/or institutions who work on the Philippines and other East Asia regions.

The Project reserves the right to determine the length of the fellowship awarded to the recipient.

Eligibility

• Academic applicants must possess a PhD qualification or academic appointment or equivalent rank in a University or research organisation.
• Policymaker applicants must have an affiliation with a Philippine government agency or policy focused organisation (with or without current appointment). They must be engaged, by the nature of their work, in the drafting or decision-making of public policies or public policy issues. The fellowship is meant to assist and link with their counterpart office/ organisation in Australia.
• Visiting fellows are required to secure approval from home institutions and/or agencies, where required.
• Previous awardees are ineligible to apply within two (2) years after completion of their fellowship.
• Applications from government and non-government organisations (NGOs) with strong policy orientation are highly encouraged.
• Only Filipino academics or policymakers are eligible to apply. Australian academics taking up fellowship in the Philippines may be considered on exceptional cases.

Selection Criteria

• Academic and/or professional distinction, record of publication (where relevant), and potential or identified links with researchers and/or institutions (where relevant).
• Applicants will be assessed on the basis of their research/work and engagement plans (see application form).

• Research/work plans should address:

  I. A proposed work plan of any publication/s to be developed or produced during the fellowship (e.g. completing analysis of a current research project; writing up the results of a PhD thesis; producing a scoping study on comparative policy approaches; engaging in a study tour to engage with Australian Government departments). This should include a timeline of planned fellowship activities during the proposed period of the fellowship.
  II. A summary of research interests and experience relevant to the research themes of the ANU Philippines Project (i.e. inclusive economic growth, trade, politics, and governance).
  III. A summary of the likely benefits to the Philippines Project arising from your research work being undertaken during the fellowship.
  IV. An expected timeline for the project. Visiting Fellowships can take place over a range of time spans (e.g. from 5 days – 6 weeks) but may be as long as 6 months under exceptional circumstances. Timespans must be approved by the selection panel.

• Engagement plans should address:

  I. Title, abstract (max. 250 words), and brief outline of proposed seminar topic for the Philippine forum series.
  II. Information about links with researchers in Schools/Centres in ANU and other institutions in Australia, including names of relevant contacts, where appropriate.
  III. State how you can contribute to the aims of the ANU Philippines Project.
  IV. State how you may be able to engage with relevant Australian government agencies and institutions.

• Applicants’ curriculum vitae (CV) and feedback from at least two (2) referees as provided in the application form.

Award Conditions

• The fellowship money is intended to cover return economy airfares, accommodation, visa costs, and a reasonable weekly stipend. The Philippines Project reserves the right to determine the amount to be awarded.
• Fellows will be provided with access to the collection of ANU libraries, computer facilities and ANU public seminars.
• The fellowship is not meant to cover salary costs, overhead costs of institutes attached to the applicant, medical insurance, and private travel. Expenses of spouses, dependents and relatives travelling with the recipient will not be covered.
• All expenses are to be receipted. Exceptions may apply where receipts cannot be obtained in certain circumstances in the Philippines, as per ANU policies.
• Fellows are responsible for securing ethics approval, where relevant.
• Fellows are responsible for securing the approval of their institutions/organisations to undertake the fellowship, where required. This includes securing travel approval and authorisation, where required.
• Awardees are obliged to submit copies of their research outputs; publish an online article (roughly 1000 words) summarising their findings; and give a presentation on their activities upon request, as part of the Philippine Forum Series, Philippine Update Conference, or any of the Philippines Project’s events or activities
