| There is currently much difference of opinion as to how best to address security in late modern times characterised by diversity, fluidity, uncertainty and in many cases division. Scholars and practitioners engage in what seems like the never ending process of policing reform -- often moving back and forth between apparently contradictory approaches -- with what research confirms is little impact upon the reality or experience of human security. In this paper, I trace the broad contours of policing reform initiatives across the West over the past 40 or so years, paying special attention to the particular case of Northern Ireland. In pondering the outcomes of these efforts, I contribute some modest commentary to debates about the shifting field of inquiry examined under the sign of "criminology" in our times of political transition. |
