Dr Liz Bluff is a Visiting Fellow with RegNet. She has worked in the field of work health and safety for thirty-five years in positions spanning regulatory research, postgraduate education, government policy and legislation development, and management of work health and safety. Initially a graduate in biological science, she subsequently qualified in work health and safety with a Masters Degree in Applied Science. Liz was awarded the Chancellor’s Medal from Griffith University, Queensland for excellence in her PhD. Her doctoral research was an investigation of response to work health and safety laws by upstream duty holders, focusing on designers and manufacturers of workplace plant, machinery and equipment.
Liz is the author of Safe Design and Construction of Machinery Regulation: Practice and Performance (Ashgate 2015) and co-author, with Professor Richard Johnstone and Mr Alan Clayton, of Work Health and Safety Law and Policy (Thomson Reuters 2012). She edited OHS Regulation for a Changing World of Work (Federation Press 2004), with Professors Richard Johnstone and Neil Gunningham, and co-authored a chapter in this book on approaches to work health and safety standard setting (with Neil Gunningham). She is the author and co-author of articles published in Safety Science and in the Australian Journal of Labour Law on work health and safety law and upstream duty holders (with Richard Johnstone, Maria McNamara and Michael Quinlan, 2012), harmonising work health and safety regulatory regimes (with Neil Gunningham 2012), the legal concept of reasonably practicable and risk management, and WHS law enforcement (with Richard Johnstone 2005 and 2017). She is also the author of articles on regulating work health and safety advice and support, the use of infringement notices in health and safety enforcement, and regulating safe design (all in the Journal of Occupational Health and Safety - Australia and New Zealand), and the author of a number of Centre working papers published on this website.
Liz has authored or co-authored research reports, and contributed to work health and safety standards setting and policy for various government agencies including Safe Work Australia (and its predecessors the National Occupational Health and Safety Commission and the Australian Safety and Compensation Council), the Industry Commission, and work health and safety regulators in New South Wales, Victoria, South Australia and the ACT.
